What were they thinking with the spaghetti dish? Is anyone else bothered by the design choices?

I really want to know what the thought process behind putting water in the trash is. Did they think the dish was too easy if you didn't have to throw something out? And what is up with having to use milk twice for cheesy spaghetti?
I only ever play with a friend and they have installed a few mods at this point, and most of the mod dishes are better designed than the spaghetti.
I feel like the game needs quite a few QOL improvements, too, but that needs an entire post for itself.
