Newbie here, how do I fix this?

Just tried painting it over, there was a water leakage on the apartment above ( 1 year ago) and some of the paint started peeling off now, I removed some of the paint and painted it over, it looked ok when the paint was fresh, but now it sucks. Should I just sand again, paint more or use some sort of patch?
Note: peeling all the paint from the ceiling will be tricky because some of the plaster is crumbling, my landlord doesn't want to fix because I am paying a lower rate , he basically said he would fix once I move out (so he can renovate and rent for a higher price)
