Plants turning white in new setup?

Completely redid my 28l tank about 8 days ago with ada aquasoil (powder over normal) however I've noticed that some of the plants are turning white/see through (or green and see through in some cases). I tried googling but it was mostly coming up with nutrient deficiencies which surely wouldn't be the case with a new tank and new substrate? There was also a bit of a whitish scum on the surface. Lights are on for 7 hours. No CO2, although I should have it on by the end of the week. Haven't added any ferts of any sort as the place I bought the aquasoil from said not to to start with as otherwise I'll get algae. There's a bit of hair algae I think on one plant.
