Is it possible to overplant a tank?

I'm new to aquariums and only got one because I wanted to keep a disabled fish safe. I love plants and naturally put plants in my tank. Now looking at it I'm wondering if it's possible to put too many? I'm not including a photo as my tank is experiencing a bacterial bloom and is therefore cloudy so you can't see all the plants but I still wanted to pose the question. My tank is a 65L tank with sand substrate mixed with soil from the pond my fish was originally in.
