IDS_Unabletodownload on test client

I cannot seem to update test right now because I am getting an IDS_Unabletodownload error. The error not only throws when I try to install an update, but also when I try to validate the game files, or uninstall through the browser. Changing the language settings has not fixed it, nor has uninstalling it.
Any ideas on how to fix this?
