I don't have hitching issues so I can't test this, but from this thread it sounds like error logging could be the cause of hitching.
While running in game, if you are having hitching problems, run this command in chat:
/loglevel local 0
Does the hitching stop? If so, logging is definitely the cause.
edit: If this works for you, you will need to re-enter it every time the client is restarted.
It seems that logging settings in the .ini files are ignored for some reason, so /loglevel local always defaults to 6 when starting the client.
