Odd problem with Monorail

So in my park I had built a monorail with two stations to transport customers to the two ends of my park. One station, the riders line up, get on, and go to the next station. At the second station, the riders will exit the ride, however it won't let the riders that are in line at that station board.
Not sure what's up here.
