Do you guys base a good tip off the amount or the % of tip?

So basically I usually order $30 off food, so I tip 20-25% every time and it’s like $6-7 in tip. But today I just ordered $13 of food since my GF is out of town. Without thinking I hit 20% and I tipped $2.90 and saw last second! I felt so bad and cheap. on top of that it was a new driver. Typically I’d like to give at-least $4 on a small order.

So would you hate me after this? Or is 20% still good even though it not alot.
