It's just the overall style and always has been that style. Just makes it look more satisfying and punchy. Almost all Pixel-gun animators I know including me have made use of the squash and stretch in some form.
It's not used for "reactions to stuff", it can be used for pretty much anything if done right.

Making things look completely realistic isn't really fun.
