PA Depth

I have measured my PA depth many times and always come out to 21mm. I ordered a test cage from BAWR at 21mm and when it’s flush against the bottom of my penis the hook sticks out 5mm. See picture. So, when I order the next cage I should reduce my PA depth by 5mm?
