Device needed for a project

I have a project in mind in which I need a device with the following criteria:
- camera, doesn't need to be amazing, anything 5MP is ok
- wifi
- low battery consumption - device will be powered by a solar->USB unit
- cheap-ish. whole rig will be left outside fairly unprotected
I am also considering a custom ROM for this project, slimkat seems to be ideal.
Can you suggest a device/ROM combination for my needs?
Edit: I'm in the UK, but the device will never be on a network.
