After listening to Patrick Stewart's book I think the first two seasons being not so good may have been his fault.

He says it was his insistence that there wasn't a TNG reunion and that it wasn't just a season 8 of TNG. He only relented for season 3 because of studio pressure and it was exactly what everyone wanted.

I personally agree with him. I loathed season 3 of picard, not that the first 2 seasons were all that good, tbh. The reunion thing is so damn cheesy and just a weird fan service. It made me cringe that people ate that shit up.
