Quick question, getting married...

Hope this is the right place to ask, if not, I'm sorry. U.S. citizen getting married in Cebu in May. Have the rules been reinstated that I need to go to the US consulate to have the Affidavit in lieu of certificate of legal capacity to contract marriage notarized? I have been looking online but not getting a solid answe. I just want to plan ahead to get an appointment.
