He is classified as a right wing populist authoritarian, doesn't role off the tongue.

For him to be Fascist, his policies would need to be racially, ethnically or nationally motivated. It's apparent, that his policies are a result of class conflict stemming from anti-poor polivies.

He would need to nationalize trade and the economy, which his high tax, low import tarrifs and excessive international borrowing contradicts. Either he would need to seize companies and nationalize it, or make said companies deliver goods and services for the state rather than for profit. Schmitt, a Nazi German theorist criticized liberal economics heavily and deemed it a mistake. He should be cultivating a superior mindset rather than an inferiority complex ridden government.

He would need to conjure up a friend/enemy distinction, but not for domestic political purposes. As stated in numerous Fascist theorists and philosophers, the purpose of conjuring up an enemy is to cultivate expansionist policies. In this case, the D admin contradicts this as well by ceding territorial rights to China and the US to a lesser extent.

He would need stringent social regimentation, in this regard it seems as though the current admin checks the box. That being said, social regimentation should be cultivated not in the feudal sense where wealthy landlords hold sway over local and national politics. Social regimentation in the fascist sense furthers the interests of the state, regardless of political leanings, it's power distribution is more centralized than a feudal or neo-feudal setting.

He would need an independent foreign policy, which should distract the local populace from domestic matters to look outward through expansionism and exceptionalism. Duterte contradicts this, he isn't independent, he is not expansionist, he is not exceptional nor does he encourage exceptionalism. He also does not inspire nationalism, often times citing how degenerate his fellow Filipinos are.

He is textbook right wing authoritarian populist. Not Fascist.
