Hi i'm asking out of curiosity regarding the cease-and-desist order of ABS-CBN. I was hoping to learn from the ECEs and lawyers with franchise regulations. I am aware that this an attack on press freedom, but have less priority on this topic.

So I ask:

1) The use of ABS-CBN's frequency band is thrown around as a violation, specifically KBO. However, this is a result of 'digitizing' broadcast, that is a priority for NTC. Then would it be correct, to say that ABS-CBN did not abuse its license? Would it also be correct to say that NTC discouraged 'digitization' in the case of ABS-CBN?

2) Is ANC signed under a different license so it can still broadcast TV Patrol? I notice the transmission is unstable in our area, is this due to a loss of resources and facilities covered by C&D?

3) The DZMM telecast and Jeepney TV are both accessible, how does this 'pass-over' the C&D?

4) A franchise within our area continued even when its license expired but to my knowledge did not face the same repercussions. Does an expired license automatically warrant a C&D, and what are its repercussions?
