What is going on with the fps since this new update?

On normal singleplayer I'm fine but I always play with friends. Never had any issues or problems before but since the new update the safehouse and in games I go from 144 fps to 80 constantly with plenty of stutters. Even if the frame drops aren't massive, like 144 to 110 or anything, it feels incredibly sluggish, slow, and stuttery. This was not happening at all prior to this update
