Cannot import jewelry in "ON" mission

The "ON" mission is where you must build 3 Mastaba.
I finished building them. The overseer of the monuments demands 800 jewelry.
I think the city of "Saqqara" should be exporting jewelry.
Problem is I think I lost trading privilege's due to low kingdom standing early in the game.
Now, the commerce overseer says I can import them. However, "Saqqara" is unclickable in the world map. I haven't received a single shipment.
Anyone else faced this glitch?
