In terms of raw output and his teamwide healing capacity, yes. But I have and use both and DE Megumi is great for stunning enemies and doing chunk AOE damage outside of his ultimate, and his ultimate shreds enemy defense for other attackers while also doing sizable damage himself. DE Megumi cannot take damage for 3 turns after ulting either, while his Domain is active
