Day 230 Mossad Campaign Hard Difficulty - are there any Stasi agents on this play-through?

I’m trying to get the trophy called Cold Truce where you need a team of KGB, Stasi, SB, CIA and Mossad agents. According to the guides I have every background now but Stasi won’t appear. It’s my 3rd play through and I was looking for the agents from day 1.
Is it a bug? Am I having bad RNG luck? Or is this trophy no achievable on this campaign setting?
