Supervisor being difficult after viva

So I passed my viva with minor corrections, and a collaborator wants to publish some of my data, however, my supervisor says he will not “sign off” my thesis corrections, even if the internal examiner gives the ok, because he wants me to still be contactable until publication, is he able to block my examiner from approving corrections, or is he being difficult to keep my around to finish the paper
