Deciding on a whether should I get a PhD? Already have a Masters in a related Aerospace field but want to go for Aerospace Engineering.

Good afternoon, everyone I am in the United States in Florida, I am debating on getting a PhD in Aerospace Engineering, but the problem is that I have a Masters in a related Aerospace field. It's not engineering but has some engineering aspects. And I am wondering which university would be great to go to. I currently reside in Florida and thinking of Florida Tech, ERAU or UCF? But also want to see of UF as well. I am open to other universities outside of Florida as well.
