Do PhD programs prefer high GPA or research experience?

I am finishing my second masters with a 4.0. My first masters I obtained a 3.89 gpa but I have no publications aside from an opinion piece that was published on our schools website….. and little research experience outside of classes. Should I even bother applying to social welfare programs? Do I stand a chance? I checked out some profiles from current PhD students in the programs I’m interested in and they have like 20 publications 😪
