My family members are horrible pet owners

Has anyone been put in a situation that they know that they canā€™t take care of a dog but the family doesnā€™t do anything for their dog and just treat it like itā€™s a toy? My family and I are Latinos but Iā€™m the only one who was born in the US and I share this immense passion and empathy for animals, however thatā€™s not the case with my older siblings. My older siblings also have teens who donā€™t want to put a good amount of time for the dog so I feel like Iā€™m the one who has to take charge even though the breed isnā€™t meant for first time owners. I blame one of my older siblings for not being considerate of the breeds needs and only got the dog ā€œjust becauseā€. He deserves a loving family that can cater to his needs. However, I canā€™t even do anything like find him a new home because he isnā€™t mine. Iā€™m just so upset and frustrated.
