The UK government (both Labour and Conservative) have acknowledged that here is an issue that needs dealing with, and yet they have done nothing about it. In a surprise to exactly no one. In essence a person/family "friend"/whatever can groom a child for years, wait until one day after the kids 16th birthday, and then do whatever they want. There are only a small number of protected categories in which this sort of behaviour is not legal. To make matter worse there appears to be cases in which the old party admits that this is what they've done, waited for their victim to be 16, because that's distasteful but legal.

This petition aims to leave the age of consent at 16, but require that no one over 18 should be allowed to have sexual relations with some one below that age. That sort of law exists in other countries already.
