Where to find bellbottom or flare jeans for very short woman? I am 4’11

I only shop at American Eagle for most of my jeans as they have size Xtra Short and are the only jeans I’ve ever found that aren’t too long. I’ve only ever gotten skinny jeans from them and their xtra short ones are absolutely perfect length-wise.

But I’m wondering if there are other options, American Eagle’s options are sometimes limited (out of my size or just not made in my size in general, also don’t have many flare jeans and no bell bottom) … and I love the look of bellbottom jeans and would like to find a pair that fits. If it helps I wear size 4 X-Short at American Eagle
