How to make my dog less... Insane... While throwing poop away?

I walk two dogs twice a day around my apartment. One of them, a larger (Rhodesian-Ridgeback mutt?) is usually fairly well behaved, with one major exception. Anytime I head toward a trash can or dumpster to drop off poop bags she loses it. She pulls super aggressively and tries to jump a lot. Is there any way to help with this?
