I recently moved into a basement suite of a house. My upstairs neighbors (not my landlords, they also rent) have a young male husky. My neighbors have a small baby and are expecting another, they do not have a lot of time for their dog unfortunately. I hear them shouting at their dog often, if they leave the house it sounds like they put him in a room and he does his husky screams the whole time they are gone. Lately they've taken to sticking him on their enclosed front deck. The deck is concrete, he has no toys (sometimes a soccer balls), he has no bed or anywhere comfy to lay on. He's been very reactive and would bark aggressively at me whenever I'd walk by. I asked my neighbors if I could give him some treats when he's out there, they said they wouldn't mind and maybe he'd warm up to me then. I've been giving him treats and he doesn't bark at me anymore but if I show my hand (intent to pet him) he curls his lip and bares his teeth. I obviously don't pet him and respect his space.
I've also offered to walk their dog if they're too busy and they've said that's nice but never taken me up on the offer (one verbal and one through text). I don't want to push the issue. Since moving here at the start of July I've only seen them walk him twice (they could be walking him more but it doesn't seem like the case).
Yesterday when I left the house early morning he was on the deck, I came home from my errands and he was still out there. I left for work in the afternoon and got home late in the evening and he was out there all those times too. I left the house early this morning again and he was on the deck. I have no idea if he was brought inside for the night, the temperatures are getting colder, I know he's a husky and can withstand cooler temps but it seems very cruel to not interact with your dog at all.
Basically, I feel heartbroken for him. He seems so neglected and he's obviously acting out due to the neglect. Should I mention something to my neighbors or contact animal services?
