How are REIT ETF Dividends Taxed?

REIT Dividends are normally taxed as income rather than using normal dividend tax rules. If you hold a REIT 'via an ETF', or an ETF focused solely on REITs, do dividends from these get taxed as income or does being wrapped in an ETF change things?

I would have thought it doesn't matter and is still taxed as income, but I've heard different answers to this from different people (even different answers among finance professionals!). So wondering if anyone has looked into this in depth.
