Why is the GIC that my CIBC advisor can offer different than the one posted on the website?

I am a newcomer to Canada, and we are having some trouble with how prices found online are rarely the real prices. Is this normal with banks as well? We are trying to move our funds from CIBC to Simplii and the advisor at our bank suddenly offered us 4.5% on a 5 year GIC rather than the posted 4%.

Is this normal and should I always go into the bank to talk to them before getting a GIC since they might have a more favorable rate to offer?
