Back dates CCB “held over limit”

My wife and I were a year last doing our 2022 taxes. Abut we finally got them done. She has back owed CCB owed to her I. The sum of $4500 give or take. On her CCB statements it shows all payments to be “Held over limit” can someone tell me why this is the case. We had this fire with our 2021 taxes but it was quickly reinstated a few days later. Anyone that can shed some light on this is appreciated.
