RBC Avion Points a Scam/False Advertisement?

Currently booking a flight to Europe. For which Avion points says 65,000 points up to a max ticket price of $1,300. Well it so happens I have 65,000 points and when I look to book a flight RBC wants 65,000 points plus $500. When I look up the flight price on Expedia it is a total of $880. How can 65,000 points only cover $380 if it's supposed to cover up to $1,300? Seems sketchy and worth a claim under false advertising.
*For anyone else looking it appears your points go much further booking a gift card with Air Canada.
To be honest the only reason I stuck with RBC was for their travel points but it appears the return on them has plummeted. My spouse is with TD and this discrepancy does not exist. Maybe time for a change.
