Withdraw\Transfer money from TD while being out of country

Td is denying transferring money or making a bank draft for me, they want me to be physically in Canada for it. I need to urgently withdraw 30k in form of a bank draft or be able to transfer it to someone who can pay my installment on a pre construction project I've investment in.
What are my options? This is time sensitive, can't wait for etransfer, it also has a limit I'm assuming.
