Will I be able to finish Akechi

I’m currently on November 1 and Akechi is rank 6. My friend said I need to finish his confidant to get some extra scenes. He’s saying he’s too busy to hang out. I’ve never seen him saying this anywhere. When will he be free? Do I have to finish Sae’s palace? I’m hesitant to do it in case it triggers something. Do I even have enough time to finish him?
