Is it ok to not go all the way in with the needle when injecting?

I have some syringes but they have 1.75in needles, and I weight 139lbs, which if you were to look at me, you would say I require a 1inch needle only.
Is it ok to use them and not go all the way in?
EDIT: Its an IM injection.
