Reconstituting a topical powder

I got my research subject some Decapeptide-12 to help with Melasma (basically darker blotches of skin in certain areas, mainly the face). It said it was "Decapeptide-12 topical." I thought it was a cream. Nope....just got the powder and now it seems I have to reconstitute it into a topical cream or serum. Does anyone have experience with this or can refer me where to go? Thanks in advance. Also, we have tried GHK-CU sub-q and it does help the skin and looks great. It just doesn't help the Melasma.
