I need advice from a social worker.

I have a tough issue dealing with homelessness, an unstable mentally ill adult, non-violent emotional/mental abuse, and interstate laws. I need advice from someone that is well versed on options and WILL NOT contact the authorities or report anyone involved for misconduct. Who should I speak with?
