Some questions about late dropping

Hello, I am currently a sophomore majoring in CMPSC, I am studying in Behrend campus for two years and then transferring to UP, I wanna drop a 2 credit class (Math220 Matricies) right now, but I was told that during our time in PSU we only have three late drop tickets, does this only apply to classes in UP or is it an all campus thing? Thanks in advance for all the help!
