What are my chances as a transfer

i had a 2.7 GPA In HS, and a 3.3-3.4 GPA in the college i'm in right now. Due to some circumstances, i can only apply to transfer in august and i need an acceptance before september the 20th. Could i apply to penn state in august and receive a decision within 4 weeks? And what do you think my chances are at getting in? For penn state i was thinking of going with either marketing or HR
