Question About Transferring

Hey! i’m a current freshman at UMD and am looking to transfer to PSU for the fall semester. On the website it says you can’t transfer to main as a sophomore but I’ve seen a lot of people say you actually can and your best bet is to call the admissions office about it, which I am going to do. I was wondering if anyone else had gone through this process and had any advice on what to say or such.
