It is no longer included in search results and normal feeds (front page, hot posts, subreddit posts, etc). It remains visible only via the author's post history.
Over the past 2 months, I've removed a whole 26 of these; only a couple of them had any content at all beyond โnot sure I'll make itโ, โI'm at a #/10โ, or even just โdm meโ. Out of 26, I could only find 1 where the OP ever replied to a comment, and the comment posted was "dm sent".
It has become clear that these are just being used to skirt the rule against personals posts, and there are more suitable subreddits for those. Remember, this is intended to be a content sharing community; if a post doesn't include interesting content, it does not belong here.
This type of thing is more appropriate for r/DirtyPeePals, and will still be permitted there; however low effort posts will still be removed. Make sure your PeePals post content includes more than just a fraction out of 10 or "might lose it soon". Repeat offenders will be banned, both from here and there.
Feedback is welcome, of course. If users do want these kinds of posts here, it may be possible to allow them in some form; but as it stands now, they'd just be filling the community with very low-effort content. The mods don't want this to displace those who have taken a lot of their own time to write quality stories and produce quality content.
The reasons we forbid these are in the original post, and these reasons remain the same today. As stated in the post, chat and personals posts need to go to the appropriate community where they belong.

Can you elaborate on this? How does forbidding non-content posts discourage content creators, exactly?
