How much waterflow is too much?

Ive got a 25" deep 30g tank with 7 peas. The filter does great work on the top 2/3 of the tank, but you can definitely tell the bottom is super stagnant and doesnt circulate as well as the rest. the plants probably arent getting as much oxygen as they could and sediment builds up really quickly

I'm thinking of getting a really small wavemaker to circulate whats on the bottom but ive got a few questions

  1. how much flow is too much for them? there are tons of plants and wood to interrupt it but i dont want them to be uncomfortable

  2. do you have any wave maker recommendations? the lowest powered one i can find right now is like 350gph
