Neely built PC will not power

I recently upgraded big time and went all out on a new case motherboard cpu etc. Iā€™ve had much experience installing and upgrading parts in the past and understand a lot of the technicals. However, my PC was never a ā€œgamingā€ pc to begin with and I was gaming out of a Dell Inspiron 3847 for the longest time (I canā€™t think of the factory mobo off the top of my head). So building this new PC was very in depth for me, although Ive also helped friends install mobos cpus etc on theirs. Iā€™ll put a complete part list below but the mobo I got is a MSI Z490 Gaming Plus, pretty decent mobo for price and Iā€™m installing it into a NZXT H510. I wired everything I possibly could that came with the case onto the mobo and power from psu to the mobo. Followed booklet directly from MSI package. Upon completing the build and everything was installed, I plugged the PSU in and hit the switch and nothing. Tried the basics to make sure it wasnā€™t a power switch or small cable. Then I checked the psu and made sure it was working, which it was (Used the paper clip trick lol).And I doubted I needed to reset anything on the mobo or jump it considering it was brand new. Then I thought there had to be a hookup I was missing. Contacted some friends and they said the ā€œCPU Power 2ā€ outlet on the mobo was the culprit, something about the mobo will not boot if the CPU doesnā€™t have enough power. Thereā€™s 2 CPU sockets on this mobo, a 8 pin and 4 pin, my psu only has a single 8 pin. So if this missing 4 pin is the reason I donā€™t get even a case fan to turn, I needed it. My friend recommended a cpu power splitter cable (like $12 on amazon) and it should work fine. My PSU is only 700 watts paired with a i7 10700k, which I donā€™t plan on overclocking

The reason Iā€™m here is I need to know if this splitter is the cause for no power or is it some other cause? PSU? Mobo? Is there anything else I might need to order or I could be missing?

Part List: NZXT H510, Intel i7 10700k, 1x16gb Corsair Vengeance RAM, GTX 1650 (plan on upgrading),Thermaltake 700 watt 80 series, and a MSI Z490 Gaming Plus
