Is an AMD ryzen 7 7700x paired with an rx 6750 xt 12GB overkill for a 1080p build?

I'm helping my little brother get a parts list together. I built an Intel build last February for myself, but I don't know AMD nomenclature or generations as well. I went AM5 for future-proofing, but I know AM4 is still a solid option. I'm trying to get him set up with a budget, and i don't want to overspend on his parts cause he doesnt really know what to shop for. I told him if he bought the parts, I'd assemble it for him, I don't do it for a living it's more a hobby that I enjoy. I asked if he plans on streaming at all and he said maybe.
