Resizable bar not showing

Hey there so I have a Ryzen 7 5700x, MSI MAG B550M Mortar, 32 GB ddr4 3200mhz ram, and a RTX 3060oc 12GB and for some reason resizable bar is just not being enabled or even showing in nvidia control pannel, it is turned on in the bios and enabled. according to nvidia my CPU and GPU are both compliant so what gives I also tried DDU'd the graphics drivers to start fresh and still not being enabled, I'm at a loss to get it enabled.
