New PC Build - Can't get to Bios, VGA light on (sometimes)

***Edit: turns out one of my RAM sticks was DOA. The only way I was able to boot was to try both RAM sticks individually in B2 slot. I will have to return one

I would really appreciate some help!

I put together my first PC today and am not able to get to Bios to install my OS and get setup. Primarily I am dealing with the VGA light being on. (when I turn on my PC the CPU and DRAM lights flash for a millisecond but I don't know if that's standard power on).

I have tried multiple HDMI cables, I have taken my GPU out (turned on PC without GPU) reinstalled it and same issue. I also have a USB-c drive with windows 11, tried booting with that in and out with varying results but still can't get to Bios. (is USB-c ok to boot from? Should be). I've seen that sometimes keyboards won't work when trying to get to Bios but I don't have the older type to use and I would want more confidence that my issue is the keyboard.

I have multiple different things happen when I turn on my PC.

  1. Power on, VGA light is on, and no display to monitor (keyboard and mouse sometimes turn on)
  2. Power on, VGA light is on, but monitor does turn on and is stuck at "MSI" screen.(i think it's stuck in POST but I'm not sure)
  3. Same as number 2, except I do get the screen showing which buttons to press to go to Bios, however it won't bring me to bios when I press the appropriate button
  4. Sometimes no warning lights come on but I just get stuck at an empty screen.

Is my CPU busted or is this definitely a GPU issue?

Below are the with the following core compenents:

Microcenter Bundle: -MSI Pro B650 with wifi -ryzen 7800x3d -G. Skill x5 32 G RAM

Individual parts: -gigabyte GeForce 4070ti -corsair rm1000x shift -Force CARDEA Zero Z44Q 4TB DRAM Cache QLC NAND, NVMe PCIe Gen4x4 M.2 2280 -arctic liquid AIO 360
