Quick help, please, build on the go, suspicious about my psu

Hello everyone, thanks for reading,

I'm assembling my first pic in 10 years and just got it ready to test. But when I plugged in my psu whit the switch on the off position I did hear arc coming from the line plug. I would expect this if the PSU was on, but it doesn't make much sense for it to arc while off.

Has anyone ever experience that? I'm afraid to plug it on the main board and proceed with the build.

I know there are Y capacitors that connect line and neutral to ground, but I wouldn't expect them to draw this kind of current
