Noisy PC - Is it due to not enough on the PSU?

I have the below build and my pc seems to make some loud coil whine (whole pc is only around 4 months old) I have taken it to my local PC shop who played around with some fan curves which has not really eliminated the problem. What I have research online it could be the PSU? Is that correct? If so what PSU do I get reasonable priced but good brand? Currently have the B650.
