Pc power cycling. any tips?

Hey guys! First post here. So I wanted to upgrade my pc a little for the upcoming MH wilds. I had a ryzen 7 3700 and a 2070 super with 32 ram. I just wanted a decent upgrade and I a decided to get a ryzen 57003D and a 2080 ti. I won't lie I did set up my ram in the wrong direction. After putting everything back together my pc started power cycling. I tried putting back my 2070 super to see if that was the problem and it didn't work. I also don't think my RAM is the problem. The only think I think maybe it might be is that when I was removing the old cpu some termo paste fell inside the Am4 socket. It tried cleaning it but it changed nothing. I'm was thinking about removing the plastic socket part and cleaning it. Any tips would be appreciated. My motherboard is a asrock b450m gaming.
