Weird fps

I generally only play rust which I know is a notoriously difficult game to play but my fps has been so weird. I will have like 90 then it will drop to anywhere from 35-50 for a long time. For context I have a 3070ti Ryzen 9 5900x and 3600 mhz Corsair Ram. I honestly don’t know what to do and my GPU says it is only at 2% GPU utilization
