GPU isn't working right. Help?

Ok so here is my build.

Processor: AMD Ryzen 9 7950x
MB: Asus Strix x670e-e Gaming Wifi ATX AMD
RAM: G.SKILL Trident Z5 RGB Series Model F5-6000J3636F16GX2-TZ5RK
PSU: Corsair Rm1000x
CPU Cooler: CORSAIR iCUE H150i ELITE LCD XT Liquid CPU Cooler - IPS LCD Screen - AF120 RGB ELITE Fans - 360mm Radiator
GPU: ROG Strix GeForce RTXâ„¢ 4080 16GB GDDR6X

Storage: SAMSUNG 980 PRO M.2 2280 2TB PCIe Gen 4.0 x4, NVMe 1.3c Samsung V-NAND Internal Solid State Drive (SSD) MZ-V8P2T0B/AM

AND
SAMSUNG 870 EVO Series 2.5" 1TB SATA III V-NAND Internal Solid State Drive (SSD) MZ-77E1T0B/AM

After installing everything. When I power on the computer with the GPU the Motherboard fails to POST. If I remove the power to the GPU (or remove it entirely) the Motherboard posts fine, then runs normally. The GPU is currently connected to 3x8pin PCIe to the 12 pin using the adapter that came with the GPU when the problem starts.

I've exhausted my expertise on the matter and would greatly appreciate any guidance or ideas about how I can get this thing up and running properly. Thanks for your time random internet strangers!
